So not only was I forced to sit through 6-12 FUCKING WEEKS of waiting for my card to come (I eventually requested the third one to come straight to campus instead of my mailbox - not too sure of my neighborhood now), I found out I was sitting on a $3,800 REFUND FOR THAT TIME.

my school refunds via check. They did cards for one year and everyone complained.

No, it was in Augusta. Something may have happened in Portland, but I know nothing of it.
